Canada recognizes that global climate action is most effective when women and girls play an active role. Canada was an early proponent of gender mainstreaming throughout the UNFCCC and is an advocate for the implementation of the Gender Equality Action Plan. In support of the Action Plan, Canada supported three regional workshops (Caribbean and Francophone Africa) between 2017 and 2019 to help women leaders meaningfully participate in international climate change negotiations. As of November 2020, 194 states and the European Union had signed the agreement. 188 states and the EU, which have about 79% of global greenhouse gas emissions, have ratified or acceded to the agreement, including China and India, the countries with the 1st and 3rd largest CO2 emissions among UNFCCC members.    The 197 members of the UNFCCC have signed or acceded to the Paris Agreement. In his opening remarks at the UN ceremony on Friday, Trudeau said the Paris Agreement would be presented to Parliament next month and formally ratified later this year. The latest trans mountain pipeline challenge was dismissed by the country`s highest court in July. The government has announced that it will use a portion of the pipeline`s revenues to cover the cost of its commitment to plant two billion trees over the next decade. Nature-based solutions can contribute to climate action if they are linked to initiatives to decarbonise the economy and not to develop the development of fossil fuels. The preamble to the Paris Agreement highlights a wide range of issues and priorities to be considered in the implementation of the Agreement and in the implementation of climate action. This includes recognizing that, when taking action to combat climate change, parties should respect, promote and take into account their respective obligations with regard to human rights and the rights of indigenous peoples.
